CALL FOR PROPOSALS: 2001

Information Competence Initiative

California State University is making grants available to academic departments for the purpose of incorporating information competence into the learning outcomes of their programs.

BACKGROUND:

Since 1995, the CSU has been committed to developing a program of information competence. The purpose is to ensure that all students graduate with a mastery of this vital skill.

Over the past five years, all campuses have participated in information competence through grants, fellowships, conferences, workshops, course development, resolutions or other projects. This array of activity has given the CSU state and national stature in the information competence movement.

Now, to continue its efforts and to encourage future development, the CSU is offering grants to departments that are committed to including information competence into the educational outcomes.

WHO MAY APPLY:

Department Chairs, Directors or Coordinators of majors and minors.

DEADLINE:

Proposals are due by February 28, 2001. Email submission is acceptable.

DELIVERABLES:

  1. A list of the department's student learning outcomes that includes the skills of information competence.
  2. Syllabi for required courses in the department that specifically identify assignments that promote information competence.
  3. Representative assignments indicating that students are being asked to demonstrate the various skills of information competence.
  4. Web pages that provide the proposal, the activities and the deliverables.

REQUIREMENTS:

  1. Activities must result in a statement of information competence as a required learning outcome for the degree program.
  2. Activities must result in assessments that certify that a student has met the information competence requirement.
  3. An appropriate member of the library faculty must play an integral role in the project activities.
  4. Specified learning outcomes must be consistent with the ACRL standards on information literacy for higher education.

POSSIBLE ACTIVITIES:

  1. Holding a department retreat to consider the place of information competence in the program's curriculum and to develop appropriate assignments.
  2. Creating instruments for assessing information competence, not just in individual courses, but as an outcome of the student's entire educational experience in the program.
  3. Providing professional development for faculty to develop their own skills in information competence.

PROPOSAL FORMAT:

Length: Excluding the cover page, the proposal should be no longer than five pages and should include the components listed below.

  1. Cover page must have the following information: Name of department chair, director or coordinator, department or program name, campus, full address, email, phone, title of proposal, amount of funds requested and date of submission.
  2. Abstract: Describe the project and its goals briefly.
  3. Project Activities: Describe the activities through which you will implement an information competence requirement into your department's educational program. Describe the role of library faculty in the department's planning.
  4. Timeline: Prepare a timeline showing when these activities will occur.
  5. Budget: Prepare a budget that estimates and explains the costs of the project. Grant funds cannot be used to purchase technology.
  6. Qualifications: Include a statement of the participants' knowledge of and experience in information competence.
  7. Letter of support: Include a brief letter from the Dean attesting to institutional willingness to participate in this project.

PROPOSAL EVALUATION:

The proposals will be reviewed by the CSU Information Competence Committee. Proposals will be reviewed according to the following criteria:

  1. Likelihood that the project activities will result in assuring that graduates are information competent.
  2. Conformance with project requirements listed above.
  3. Specificity and reasonableness of project timelines.
  4. Specificity and congruence between budget and proposed activities.
